First-timer families buying an HDB resale flat can combine three grants: the CPF Housing Grant, the Enhanced CPF Housing Grant (EHG) and the Proximity Housing Grant (PHG). Together they come to up to $230,000. Singles can get up to $115,000.

The PHG is the one most buyers in Hougang, Sengkang, Punggol and Serangoon can plan around: you get it for buying a resale flat to live with your parents, or within 4km of them.

Apply on the HDB Flat Portal. It confirms your eligibility, your grants and your HDB loan amount, and it is valid for 9 months.

Shortlist flats near your parents · 筛选父母附近的组屋
Set your budget from your HFE letter, then check each flat's distance from your parents' home.

Get the Option to Purchase · 取得购买选择权
When you and the seller agree on a price, the seller grants you an Option to Purchase. You have 21 calendar days, including weekends and public holidays, to decide.

Submit the resale application · 提交转售申请
You and the seller each submit your part on the HDB Flat Portal. The buyers and occupiers must be the same as in your HFE letter.

HDB approval and completion · 建屋局批准与交易完成
HDB reviews the application, and you collect your keys at completion. Your grants are credited to your CPF account to pay for the flat.
